Go to the Lemark District and find the clockmaker's house. Enter the house and go down the stairs to the basement.

In the basement, you will find a room with many clocks. Find the large wall clock at the back of the room.

Interact with the clock and move the hands to the following positions:Small hand: Big dot in the upper left corner Large hand: Second small dot under the big dot on the right

The clock will open, revealing a Clockwork Pinion. Take the Clockwork Pinion and return to the top of the clock tower.

Place the Clockwork Pinion in the gear slot. Pull the lever to activate the clock tower.
